Gary D. Midkiff — In memory of our Founder and President 1949–2023
Principal Planner — Gary graduated from the University of Georgia with a major in Forest management and a minor in recreational planning. Gary has over 30 years in planning, permitting, and public/private administration, including 7 years at TRPA (5 years as Assistant Director and 2 years as Acting Director), and over 22 years as a private consultant providing permitting assistance and project facilitation at Lake Tahoe. Gary has extensive experience and contacts throughout the Tahoe Basin, including permitting many projects (public and private) through the TRPA, NV and CA State Lands, NTRPA, and US Army Corps of Engineers. Gary started Midkiff & Associates, Inc. in 1990. |

Kevin received his Bachelor of Science degree from the University of Nevada, Reno in Hydrology-Watershed Management in 1987. He followed his passion for conservation and water resources in his work for the U.S. Geological Survey and the U.S. Forest Service and served as the TRPA Senior Water Quality Planner as part of his 14-year tenure at the agency. During this time, he directed the development and implementation of the Science Policy, Research and Monitoring component of the agency, assisted with the development of the Environmental Improvement Program (EIP) and many other duties including strategic and long-range planning approach to project planning and implementation. Kevin has a broad background of work experience including 8 years at the Department of Conservation and Natural Resources as the Conservation Bond Program Administrator, also known as “Question 1”, 5 years in the Nevada Governor’s Office as Energy Efficiency Program Manager and Kevin has served as Conservation Director with the Nevada Land Trust.
Kevin is an avid telemark skier, loves flyfishing and thoroughly enjoys hiking and any outdoor activity in our beautiful area. He is involved in many local community volunteer activities. He joined Midkiff & Associates, Inc. in the spring of 2017 as an Associates Planner II. |

Assistant Planner II/Office Manager/Accounting Manager — Pam graduated from the University of Nevada, Reno with a degree in Business Administration. Pam has over 6 years in planning, permitting. During this time, she worked side by side with Gary Midkiff on projects and the other Midkiff staff. She is an Assistant Planner II and responsible for the office management and accounting systems. She had her own accounting business for over 25 years, specializing in construction and non-profits. In addition, she brings 10 years of marketing and advertising experience.
Pam has served in many community organizations in a financial capacity as well as currently helping others in our local community churches, schools, and service organizations. She joined Midkiff & Associates, Inc. in 1993. |
